Why DVLA Keeper Checks Are Restricted
DVLA keeper checks are not available on demand. Each request must meet the defined “reasonable cause” criteria set by the DVLA.

Approved Reasons for Registration (Keeper) Checks
The DVLA defines specific reasonable causes under the KADOE contract, effective from 20/05/2024. We can only conduct checks for the reasons listed below.
Left or Abandoned Vehicle
Where a vehicle has been left on private land and supported by evidence. We identify the registered keeper to resolve the matter lawfully.
Repossessed or Seized Vehicle
Where a vehicle has been repossessed or seized under a court judgement or civil decree. We confirm the registered keeper details.
Payment Default
Where a lease agreement exists and payment terms have been breached. Documentary evidence supports recovery or repossession action.
Change of Keeper
Where evidence shows the vehicle is kept by an unauthorised person.
This also applies to unauthorised changes to registered keeper details.
Road Traffic Incident
Where an insurance claim follows a road traffic collision. We identify or confirm the registered keeper of the vehicles involved.
Hit and Run Incidents
In cases involving an unidentified driver following a hit-and-run. Tracing the registered keeper supports investigations and insurance claims.
Fraud Investigations
We act when the evidence confirms that fraudulent details secured the lease. This also includes fraud linked to the ongoing use of a vehicle.
